Just throwing it out there, but what the SPCA should be doing is setting up rental agencies in fashionable neighborhoods where those dogless tenants can rent a puppy for an hour or two...walk it through the parks, up and down the streets, let the owners listen to the cooing of admiring singles...
...nothing breaks the ice like a cute little puppy. Maybe offer a variety of breeds, with higher rates for the more attractive and rarer ones, hourly walk-rates, the puppies would love it, outdoors all day, playing fetch, sniffing other puppy-butts, and the renters, well, they could pretend they cared about dogs and enjoy the invited attentions of hundreds of admirers, picking from them the most suitable for mating...
Hell, in the event of a successful coupling you're practically guaranteed a sale at double what most retail outlets would charge, who would want to admit to renting a puppy to meet girls/or boys?
